CSA Group – Product Approval Russia

The Eurasian Customs Union (EACU) is a trade agreement which consists of the member states of the Eurasian Economic Union. It came into existence on 1st January 2010 as the Customs Union of Belarus, Kazakhstan and Russia, and was enlarged in January 2015 to include Armenia and Kyrgyzstan.

The member states implemented a plan for economic integration and removed all customs borders between each other after July 2011.

In turn, all national legislation was harmonised into one set of regulations, applicable to all member states, superseding national schemes such as GOST-R and GOST-K.

In March 2013 the Technical Regulation of the Customs Union 012/2011 came into force for new products placed on the market, with specific regard to products used in potentially explosive atmospheres. As of March 2015, any existing products certified to ‘old’ legislation (e.g. GOST-R) are required to be re-certified to TR CU 012/2011.

The typical process for TR CU 012/2011 approval

Unlike the former GOST routes, TR CU 012/2011 calls for an applicant residing in a Customs Union country to be responsible for the product once placed on the market. The applicant’s name will appear on the certificate in addition to the OEM, and contracts with the applicant and OEM need to be in place prior to starting the project.

A site audit of the manufacturing location is also required. Acceptance of ATEX and/or IECEx data means in the majority of cases no re-testing is required.
